+1. Whether or not you have a tone knob, you will still have the high-end rolling off when turning down the volume on the guitar. But if you don't ever turn the volume down then the treble bypass won't do anything.
Changing the pots to lower values is the right approach if you are trying to reduce the high-end even when the volume knob is on full. You could also add an equal value resistor (no cap) in parallel with the volume pot to tame the high end further. Or seek out darker pickups.
