Which Strat meets these criteria ?

Rosewood board
Locking Tuners
HSH routing
9.5 or higher radius
Decent stock pickups

I don't care about MIA, MIM, CS just looking for something with the above specs, does anyone know if a production model has all of the above ?

If you want to stay with a Fender, you may want to check out a srat plus. They are pretty good buys for the money.

Check out the American Deluxe series Strats. 9.5" to 14" compound radius neck. 1.685" nut width. Not sure about the pickup routing on the newer ones, but from what I remember they were either HSH or "swimming pool" route.
