WOS plugin loading time in offline and online mode

Hi,

I've just installed WOS III VST (Win 7 64bit) plugin in Cubase Pro 8.
While loading project and having my internet connection on, WOS plugin is loading very fast , and loads quickly with rest of the project.

If my studio is offline, and I don't have internet connection, it takes quite some time to load WOS into a project. A minute or so.
I tried this sequence with a new project and WOS plugin alone (offline and online) and I get same result: when offline, WOS is loading very long.

Is this normal?
