Thing is, the people who own homes over $5M will end up getting rid of those assets and moving everything away from NY. These people didn't get "rich" by letting the local government tax thee shit out of them. They'll buy a new place in a state that's more tax friendly. That equates to abandoned buildings, loss of job for the people who attend and do upkeep, and loss of tax revenue for NYC.

If the people who own homes over $5M get 'rid' of the assets, how are they going to get rid of them? Abandon them? No, they'll lose the dwelling to the city = total loss, no one would do that. Sell it. Sure. Guess what? The new owner pays the tax on the dwelling and the seller pays the sales tax (if any, I don't know NYC real estate laws nor do I care to google the info). Regardless, NO loss of revenue to the city.

I can't think of any way the owner of a very valuable dwelling could get rid of it and cause it to be abandoned - you'll have to explain to me the chain of events that would cause a $5M dwelling to end up abandoned.

You're not thinking ahead. Go watch the Tim Pool video I posted a few pages back. It explains how the city will lose revenue where I don't have to type it all out.
 
The pied-à-terre tax — supported by 93% of New Yorkers — will levy an annual surcharge on one to three family homes, condominiums and co-ops valued above $5 million when owners have a separate primary residence outside of New York City.
The tax will start at 0.5% and scale up to 4% for homes worth over $25 million. (The horror!)
