You should know that five days after the emergency was declared, the leadership authority was transfered from HHS to FEMA (Under the DHS). All the regular pandemic preparedness routines were thrown out the door. Fauci and the CDC were basically spokespeople for the national security apparatus. It wasn't a public health response, it was a military response.
There doesn't need to be a pandemic plan. Why do people these days have the idea the government needs to be responsible for.....everything?

Do you mean legally or with respect to the general tenants of public health? Pandemics and how to best handle them have been studied and understood for a long time. Biowarfare response is a different calculation, with different objectives.

The president's National Security Council (NSC) was responsible for Covid policy, not the HHS. As I mentioned, the leadership authority was taken from HHS and moved to FEMA under the DHS.
