I don’t think it would be fair to those suffering a genetic malady but are otherwise fit to compete. It’s just that the criteria are off with the IOC IMO. This Algerian for example would probably go to men’s and then it wouldn’t be an issue anyways. Pretty sure every human is either male or female and I don’t see how having a mismatched sexual organ is relevant to the reason for gender separated sports.I would take issue if the Algerian went into mens boxing. If you have XY Chromosomes like a male. Have male levels of testosterone and were born without a John Thomas then no you are neither biologically entirely male or female definitively. One thing is for sure - they would be stronger than your normal woman and shouldn't be competing against them because it's an unfair advantage.
