It can be done, but on shorter scales the higher order harmonics are out of tune even when the fundamental frequencies were tuned correctly. Which generally leads to intonation issues and a muddier tone. YMMV though, I have a friend that reckoned his 27" 7 string has too much clarity and preferred a 25.5" 7 string.
I just play the things and think they sound great.
