I know delay can sound sound like pure crap in front of an amp with a lot of gain, but is a stock JCM800 low enough in gain that you could put a delay in front and it sound good?

I use a Keeley DL4 in front of my JCM800 and it sounds GREAT! Just got to keep the level low...

If you use an OD pedal like a Tube Screamer or SD-1 just make sure that comes before the delay in the chain. Since a JCM800 doesn't have boatloads of gain you may get results you like using the front input.

I used the Tc Electronic Nova Repeater in front of my JCM800 for a few gigs with no complaints!

lower levels, low-fi, shorter repeats work best in front, imho.
