Lord Valve tests his stuff like no other and I've never had a dud from him, he keeps a little bit of nos stuff around I think. Tube Tramp is great as well, Terry tests stuff for the real world too plus he's a smokin guitar player with diverse gear experience. He tends to have useful recommendations if you tell him what you're after tonewise.

If money is not a problem, KCA is great. If you're on a budget, I would say tubetramp.
