I see 2 possibilities 'though and that's only one of them:
1) Mission failed to breach sections of the underground facilities that contained enriched uranium.
2) The enriched stuff was shifted for safe storage somewhere else.

The latter IMHO isn't an unrealistic possibility 'cause the best intelligence suggests that they already had 400kg spun-up pretty-well and 65 days "notice".

An amount like that could easily be smuggled out of there IMHO.
