You're pretty delusional if you think California manages its forest well. For starters they haven't managed the underbrush in decades which has lead to all the recent massive fires. Proper management and smaller controlled burns would have cleared out the underbrush, not damaged the surrounding trees, rejuvenate the soil with nutrients and led to proper forest growth. But all the neglect led to having a massive fuel reserve that only took a lightning strike or small spark to turn everything to ash and scorch the soil where nothing will grow anymore.
