I would suggest #0000 steel wool to clean off the gunk and it will lightly polish the frets at the same time. Then I would go with some Roche-Thomas fretboard conditioner on the wood and then re-string it the next day.
I need to try that Roche-Thomas oil because the stuff I have has a slight glycerin like feel after it dries/soaks in.

Make sure you protect your pickups if you use the steel wool. That neck might take a while.

I don't have fancy spray but every other string change or so I take off the strings, cover the pickups and maybe other body parts, and spray the board down. Then I rub that in so all the wood gets some love. Then I let it sit like that maybe 30 min. Then the steel wool. Then wipe down and re-string. I've never let the oil sit over night like that but maybe I'll try.

I had a luthier friend tell me not to do that as the oil gets in too deep, dries out, and can cause more damage over time vs good. Your board ends up needing more and more oil. Like crack cocaine. Not sure if true.

I was always told that unless you're in a really dry climate that just your finger oils are enough and it's not usually necessary to do much of anything. But how much finger oil is getting up on the 6th string/22nd fret? I think I have several guitars that I've never played that note on. But sometimes you have a neck like the op and you have to really go to town and then recondition.
