Can you use the Pink Taco with 2 16 ohm cabs? I see there is a single 16 ohm and 2 8 ohm inputs. I am looking at a PT and 2 matching cube/cabs.

Also, what boost pedal would be recommended to take the PT into HBE territory?

Yes plug both cabinets (16ohm) into the pair of 8 ohm outs. 2 16 ohm cabs= 8
