Maybe there's some sort of insurance against the spamming approach, like an algorithm that detects and therefore doesn't count closely-sequential posting.
I'm pretty sure the limit's intended to allow time to establish some sort of trust with forum members.
EDIT:
Your count is still at 50 so I'm guessing that my guess was on-the-money. Spamming in this situation wouldn't be considered "good form" or good forum etiquette.
