Free speech applies to everyone in the US. I'm not a Canadian citizen so I don't really know how it applies there. From what I've witnessed, it appears you are persecuted if you speak out towards anything that goes against the main narrative.

Trump signed that in his last term with the expectation that all parties would hold up their end of the bargain. That would have been fair and beneficial for all parties. I think Trump is blowing some smoke up folks arses about tariffs.....but in the end the markets will sort it all out.
