What does this mean?

First remove the effects in the loop

It’s not doing it now after removing my effect from the channel 3 insert.What does that mean?Bad preamp tube?

Your effect unit is decharging. It´s not the amp. Try another effect unit.

You are right ,that is it.I was using a walrus reverb pedal.What is this decharging issue exactly?I have never heard of it.Thanks Peter.
