It's safe to assume, I think, that the officer was already super-frustrated after having spent
minutes trying to pry the other dude from his car (resisting arrest). The constant honking and screaming in the background would've amped him up too.
Not making excuses; there
is none technically, just assuming that his fuse had already been almost-burned-out.
What a thankless job those dudes have. This is exactly why I said what I said earlier about expecting aberrant behaviour from the ICE dudes. We're talking big numbers of employees in arguably the most-stressful situations ICE has ever encountered, given the belligerent, noisy, in-your-face impositions by Joe Public.
