If you are scaring someone by telling them facts, then they were only not scared before because they were uniformed or ignorant.
If learning the truth about something scares you, then you are scared of that thing. There is no two ways about it.

Using your example, if you think learning scientific facts about the cold will scare the average person, then it would be more likely that the average person has been subjected to propaganda to keep them from being scared, than the propaganda being what scared them.

In your scenario “it’s just a cold, don’t worry about it” would be the propaganda
