After I got the email I logged into my account and it was there also in my notifications

It sounds legitimate based on that info, but you should forward the email to: spoof@paypal.com and maybe give them a call to verify. PITA, but you can never be too careful these days.

I get a dozen or so PayPal spoof emails a year, so it's still an issue.

Yes, it used to take 24 hours, not sure now since COVID entered the picture.
