I use an industrial engineer firm for a lot of projects on the campus I run, the owner told me a while back that 60% of their business is correcting ADA requirements that weren’t built into a property to begin with and 90% of the time it’s because an ambulance chaser walked a property with a tape measure and found a violation that hasn’t affected anyone, but isn’t by the book and they’re suing the property owner as a result.
this is how the city of detroit would shut down the "grey area" weed dispensaries that were popping up all over Detroit in the early 2010's.
"you're a medical marijuana dispensary? you're going to use the term medical? alright, high-on...you're a medical building...where is your handicap ramp? is this building perfectly up to ada code? they'd fine and shutter anyone they could under those guise.
