SL67- major volume loss

I've got an SL67 that just developed a severe volume loss/weak signal, but it seems to be only on the low power/variac'ed setting on the power switch? Any ideas where to start looking?
 
Apparently it was a partial failure of the 12AX7 in V2. I swapped it out with known good ones and the amp works fine. Put the original back in and the problem is back. I've never had a preamp tube do that before. Usually for me, they just get noisy or microphonic.
