What's the point of this? Doesn't PP lock their account and take the $ if you file a claim etc? You get your $ back if it's fake/no show, right?

They see at least your shipping address and the knowledge that you have a paypal account. Not sure what they can do with that info, but it is probably worth something in some market to someone. Otherwise, there must have been some currency exchange miscalculation, which once brought to light, will suspend the auction.
