That tax was a Federal/State gas tax originating in the 1930's. Reatailers grabbed on to it and now refuse to let it die. It may make sense speaking in dollar terms but using it now in Cent terms makes no sense at all unless the Fed starts producing 1/10 of 1 cent coins. A tenth of a penny saved is a tenth of a penny earned.
