I'm not sure how you view it as out of whack.Your opinion is literally 180 out of whack.
Since Sheriffs are elected, they have way more leeway to do what they want with less oversight, i.e. you elected me. That's not an implication that Sheriffs intentionally do bad things, it's just that they have a little more freedom if they haven't themselves become a political pawn.
Think about, when was the last time you saw any elected official held accountable? A nice example will be NYC and the pos mayor in a few years.
A sheriff is the only constitutional law enforcement. Maybe I've missed something here but isn't that the reason that for the first 50 years of the USA as a country that was the only law enforcement?
