Who has the right to vote in American Federal elections? I think the text of 19th amendment to the U.S. CONSTITUTION, implies if not downright suggests that’s it’s the right of the “citizens”.

“The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.” 19th Amendment.

It defines not only who has the right to vote but the quality of human condition that does not disqualify from it.

Edit. I guess they are citizens but they have to reside in a state to vote in United States federal elections.

If they come here and establish a residence they can vote in that state.

Yeah essentially even though they are citizens since it's not a State and it is a Territory and a Possession they aren't allowed to vote because they have no electorate and they receive no votes under the Electoral College as a result.


Lets not forget US President is not decided by popular vote.
