Who has the right to vote in American Federal elections? I think the text of 19th amendment to the U.S. CONSTITUTION, implies if not downright suggests that’s it’s the right of the “citizens”.
“The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of sex.” 19th Amendment.
It defines not only who has the right to vote but the quality of human condition that does not disqualify from it.
