The valuations used by the judge were based on the property taxes Mr. Trump actually paid for the years in question.

Mar-a-Lago is only worth $18M as a standalone country club - the golf course is not part of the property.
So Mr. Trump only pays say 10% or $180K in taxes - for example.
Then he takes a loan, and while using Mar-a-lago as collateral, lists it in the hundreds of millions.

See how that works? It's extremely illegal and Mr. Trump and his family finally got caught doing it all across the country.
The Mar-a-Lago acreage itself would be worth a TON if broken up into a bunch of individual residential plots.

BUT, the city made Mr. Trump sign a life long agreement not to do that. It was a condition of the sale to him.
