I've always found rehearsals go better when everyone actually puts the hard work in and practices *before* everyone meets up.

I plain hate it when there's this one guy who's the life of the band, but doesn't practice, and you have to teach him the song at the jam.

This! +1!!! Do your homework before the rehearsal. Make a cheat sheet if needed to remember your parts. But do your work before meeting with the rest of the band.
 
I will admit that in my own band of my own originals, I rehearse all the time. But I rarely practice enough for my classical guitar ensemble. And I'm trying to site read during rehearsal. It's a mess.
