Railroad deregulation started under Obama, it was still on his desk when he left office. One of Trump’s first actions was to put it in effect when he took office. Biden has had 2 years to reverse it and failed to do so.
Sad to say but there’s plenty of blame to go around.
 
Trump doesn't want to answer questions about his Executive Order that caused the Chemical Train Derailment in Ohio .
