I think a blanket statement like this is not a good idea. I have played USA guitars that suck, as well as played China guitars that have rocked. I think in the long run one could use this as a rule of thumb unless Gibson or Fender is involved.
Anyway a lot of Japanese guitars have excelled above and beyond their US counterparts for less money and a overall better playing experience.
As far as Charvel VS Rasmus I would go Charvel all day as long as the neck stays the same. This is a personal preference as I love the Charvel necks, even though they can be a bit inconsistent at times, they all have played well and I love their feel. For you maybe not so much....
