For me, either make your own with quality parts for the "best", or just find a good quality for lower dollars.
What is "good quality" you ask?
Well, as you can see there's a different answer from different players.
For me it's a quality connector on both ends and cable that is flexible to move around yet sturdy enough to take a bit of abuse.
That can be had for under $30.
If you've got a rig and/or environment that gives you noise or hum or whatever, then seek a cable with better shielding.
The extra money spent could be worth it in that scenario.
I get more tone changes, that I can clearly hear, from different strings than from different cables.
Strings are lower cost and they have to be changed anyway.
I agree that it's the sum of the parts that matters, and good individual parts make the sum whole.
I just can't pay more than $30 for a cable.
The greatest new thing for me regarding cables is finding a very nice Peavey cable that has an on/off switch on one connector end.
I LOVE that. Now I can swap between guitars and leave the amp volume alone, just plug in and play, no nasty noises with a great on/off connector on your guitar cable.
