It's a story about infatuation (not a sexual relationship) and the internal conflict brought about by it. Kip was inspired by The Beatles' "I Saw Her Standing There", which of course contained the phrase, "Well she was just seventeen / If you know what I mean / And the way she looked / Was way beyond compare".
All-told, IMHO the story is one most men could easily relate to. Apparently Kip didn't even know at the time that 17 was considered underage in some jurisdictions. OTTMH I know that in France it isn't.
That aside, Winger put out plenty of absolute cock-rock classics IMHO and deserves to be considered a Hall-of-Famer.

And it’s most definitely not a story that I can relate to, because I wasn’t banging 17 year olds when I was 27.
