I've never heard a Recto that sounded anything like the Cameron I had. But Ive never played any except the shitty 3 channel models. The only thing they had in common was the ability to have a massive low end. The one I had was like a mashup between a Recto, a Mark and a plexi. And sounded titties at any volume. I sold it because I sold off most of my collection to buy a house and I was scared to death if anything ever broke how it could be repaired with all that goop on it. Still one of my all time favorite amps and yes he is a scammer piece of shit but he definitely stole some good mods from Jose.

Don't know about a Windsor specifically , but my understanding is the Hot Mods prefer a cathode follower vs the Peavey plate driven tone stack . As far as Peavey's , I've only tried the Hot Mod in a JSX .
