Its never to late to apply a finish, just take your time, and sand off the dirt first, take your time to properly prepare the neck prior applying the finish.
About improvement, that's a tough question, because this could be due to several factors and not only the moisture...
- was flat sawn or quatersawn stock used to build the neck?
- after reading the article: do you control the athmosphere in the place you are leaving the guitar? Most players who are serious will always have a hygrometer and periodically check the readings to make sure they are on the safe side
And the list can go on and on....
Before doing anything, the best thing you can do would be to bring your instrument to a reputable luthier for inspection, this kind of forum information is not really accurate since nobody apart from you has the instrument in his hands, you know?
