Which is patently untrue. You absolutely can fill jails without vigorously enforcing laws. Not even considering the disparity between which laws are enforced, you have the consideration of geopolitical effects on crime and crime rates as well as populations. And just because other countries do not incarcerate criminals as often as this country does, that does not mean that all laws are vigorously enforced. Every person here can give you multiple examples of people committing crimes and not being prosecuted or being prosecuted and not incarcerated. Ever hear of ā gun courtā ? Ludicrous.
