Yeah, Ty and that solo came to mind for me. It's been mentioned subtely in a few responses, but I really think EVH's vibrato was typically perfect and overlooked, especially in the early days. I recall him complaining about certain strings hanging up in the nut and he would have to pull his vibrato bar up in pitch to release the string (in the very early days of the floyd), and I think this helped his vibrato sound better. Songs like Little Dreamer had a great touch.

the best bends are Jerry Donahue. just incredible. for vibrato, i like BB King and (gulp) Zakk WYlde.
 
I have always enjoyed Andy LaRoque's vibrato and bending on both the King Diamond and Death stuff.

Jerry Cantrell is up there in my book as well.

EDIT:

I forgot to add Zappa who is one of my favorites as well.
