No it isn't.
One is a preventative measure only.
The other is a tool that can be used to fight back.

Two equal opinions.
You REALLY are that dense, aren't you?
The analogy, as it pertains to preparedness, is entirely applicable.
By putting on your seatbelt, you a preparing yourself to possibly reduce injury or even death in the event of an automobile crash.
By carrying a firearm, if you choose to do so legally, You are ALSO preparing yourself to possibly reduce injury or even death in the event of a violent encounter.
Therefore, the analogies are the same.

Point being that it's a pretty weak analogy.

A seat belt's only purpose it to help minimize bodily injury. That's pretty much it.
(I do use one as a guitar strap though.... )

Maybe a bumper would be a better analogy, since it's also a preventative measure for both the car and occupants,
but can also be used as a weapon if required. I'm thinking road rage and running over people and shit.

Your analogy can be made to fit but it doesn't stand up to any scrutiny.

I would say that the above-typed material does not demonstrate a solid understanding either of the analogy or of the concept of personal defense

I would also say that the “bumper” part of the above is completely bizarre and makes no lick of sense

You're trying to defend a weak analogy.
