The scale can be 1-3 standing for low medium and high evil or 1-10 if you want it more nuanced. That will give you a numerical value for each act. Add them up for each president. You'll have a final number for each president rating how evil they are. Compare that to Trump's final number. Just be sure to include all acts that fit the standard definition of evil. Don't leave anything out to bias the analysis towards or away from anyone Then you'll be able to see where Trump falls in being evil compared to every other president and know if your original statement was correct or not.
