Having said that the OP's position was more about being industrious and I believe tobacco smoking societies are more industrious than weed smoking societies. When you're buzzing you're relaxed to the max and getting off your ass is the last thing you're going to do.

Depends on what kind of weed you smoke and how your body/brain reacts to it. I have known many extremely industrious/meticulous people who smoked often. My old man ragged on the dude who did his siding cause he smoked weed in his truck on breaks. Dude was a perfectionist which earned the old man's respect in the end.
Case by case more than generalizations will be more accurate. I have heard many people say cigarette smokers are less industrious because they take more breaks. Also a generalization.
