To be honest, I would suggest something that people don't really like. I would suggest that it wasn't illegal to kill criminals. I think that if you are walking down the street, and people try to rob you, you are allowed to kill them with prejudice. I think that death has a finality that litigation does not. Take the war to the densest populated cities where it isn't "safe" to walk. Set up stings and attack actual criminals. This is a small step in the right direction that I think should be implemented with bigger ideas, but I think it atleast would be a start.
I lived in places where a person took care of themselves and the cops wouldn't come at night. If you are wanting protection from police...it just isn't happening. Not at night anyway. If you live in your cushy mansion of a gated community, you may not have this experience, but there it is. I remember also walking down the side streets in new orleans and seeing people in the shadows waiting for a weaker individual to walk by to jump out and accost. It is an ugly world out there and it doesn't get cleaned up by background checks.
For the life of me, i have never understood why cops are pulling over people going a few mph over the speed limit or not wearing seatbelts, but don't actually go where the crime is unless called.
I once was sitting in my truck at a crack motel with a shotgun in my lap. I had the window down and two gentlemen came up and one pulled a knife. They asked for my wallet. I brought the gun up and asked for theirs. I wish i could have just taken those two out of this world, but I didn't really want to go to prison for them, so i settled for what I could get.
